This book has a comprehensive chart that lists "the right packing for your application" and asbestos is one of the materials listed for ALL medium, from steam to water to ammonia and more.  For Acids and Caustics, Blue Asbestos is specified. 

Additionally, specific asbestos product references in this catalog are:

- Teflon impregnated asbestos packing for Stockham valves. (referenced on two pages, with details of their valves)
- Asbestos containing gasket and packing were both used for Smith Valves (1 page description of their valves)
- "Blue asbestos bonnet gaskets" were normally furnished with Stockham Stainless Steel Corrosion Resistant Valves.   These valves were also sometimes furnished with braided asbestos packing.  The asbestos use was to satisfy AP1603 requirements.
